If you want to join the Obeyers, you must have answered enough questions in a proshaper manner / acted suitably proshaper. Rydell will want you to complete one of two quests to join, but if your Leadership is 8, you can convice him to let you join without completing a join quest. Joining gets you xp and the Pentil Key. You can also get the key by killing Rydell.
